European Parliament Committees

1.    The Council common position is discussed. Usually the rapporteur is the same like in the first reading

2.    A recommendation is adopted which must go to the plenary in 3 months (can be prolonged by one month).

European Parliament

1.    The common position of the Council is placed on the agenda of the responsible Committee

2.    The Committee adopts a recommendation

3.    The recommendation is sent to the Plenary.

4.    If the Council approves the EP amendments, the act is adopted as amended. If it does not approve the amendments, a Conciliation committee is convened.
